Abstract

Thisstudy aimsto analyze the implementation of electronic certificates in public services provided by government institutions in Kediri Regency. The study is motivated by the need for digital transformation in public administration to achieve public services that are ef ective, ef icient, transparent, accountable, and capable of ensuring the security of electronic documents. This research employed a qualitative method with a descriptive approach. Data were collected through observation, interviews, and documentation, while data analysis followed the Miles and Huberman model, consisting of data reduction, data presentation, and conclusion drawing. The implementation analysis was conducted using George C. Edward III's policy implementation theory, which emphasizes four variables: communication, resources, disposition, and bureaucratic structure. The findings indicate that the implementation of electronic certificates in Kediri Regency has generally been successful and has contributed positively to improving the quality of public services. The use of electronic certificates has accelerated administrative processes, enhanced the ef iciency and ef ectiveness of public services, strengthened the security of electronic documents, and supported the implementation of digital government. The success of the policy implementation is supported by ef ective communication, adequate resources, positive commitment from government of icials, and the existence of clear standard operating procedures. However, several challenges remain, including unequal technical competencies among employees, network infrastructure disruptions, resistance to organizational change, and varying levels of readiness among Regional Government Organizations (OPDs). The study concludes that the implementation of electronic certificates has supported the realization of faster, more ef ective, ef icient, secure, and accountable public services. To optimize policy implementation, the government should enhance the capacity of public of icials through continuous training, strengthen information technology infrastructure, intensify policy dissemination, and conduct regular evaluations of electronic certificate implementation across all government agencies.
