Abstract
Village Treasury Land (Tanah Kas Desa/TKD) is a strategic village asset that plays an important role in supporting village governance, increasing Village Original Revenue (Pendapatan Asli Desa/PADes), and improving community welfare. In Semawung Village, Purworejo Regency, TKD has been utilized for various productive purposes, including the development of Semawung Reservoir (Embung Semawung) as a village tourism destination. This study aims to analyze the forms and management of Village Treasury Land utilization, examine its economic and social impacts on the village government and the local community, and identify the strategies implemented by the village government in managing TKD. This research employed a descriptive qualitative method. Data were collected through interviews, observations, and documentation involving village government officials, the reservoir management team, tenant farmers, and members of the local community. The collected data were analyzed using the stages of data reduction, data presentation, and conclusion drawing. The results indicate that the utilization of Village Treasury Land in Semawung Village has been diverse and productive. TKD is used for agricultural land, village officials' land (tanah bengkok), village cooperatives, food storage facilities, sports fields, village markets, village office facilities, and the Semawung Reservoir tourism area. The management of TKD is carried out through planning, implementation, supervision, and evaluation in accordance with the principles of transparent and accountable village asset management. Economically, the utilization of TKD has increased Village Original Revenue (PADes), created employment opportunities, encouraged local businesses, and improved household incomes. Socially, it has strengthened community participation, enhanced social interaction, provided recreational and educational facilities, and supported environmental conservation through the reservoir's function as a water conservation and irrigation reserve. The village government's management strategy emphasizes participatory and sustainable approaches by involving the community, the Village Consultative Body (BPD), and Village-Owned Enterprises (BUMDes), optimizing land utilization, developing tourism facilities, and strengthening supervision of village assets. The primary challenge in managing TKD is limited water availability during the dry season, which is addressed through the use of drilled wells, Solar Power Plants (PLTS), and the optimization of the reservoir as a water reserve. Overall, the utilization of Village Treasury Land in Semawung Village has made a positive contribution to improving community welfare and strengthening the village economy. Keywords: Village Treasury Land, Village Asset Utilization, Semawung Reservoir, Economic and Social Impacts, Village Management Strategy.
