Abstract

Sumur District is one of the coastal areas in Pandeglang Regency with a high level of tsunami hazard due to its proximity to the Sunda Strait. The continuous development of residential land has the potential to increase disaster risk if it is not carried out in accordance with the spatial utilization directives of the Regional Spatial Plan (RTRW). This study aims to analyze the condition of residential land use within the tsunami hazard zone in Sumur District and to evaluate the conformity of residential land use with the Regional Spatial Plan (RTRW) of Pandeglang Regency. The research employed a quantitative approach using Geographic Information Systems (GIS)-based spatial analysis. The data used in this study included Sentinel-2A satellite imagery from 2025, the Regional Spatial Plan (RTRW) map of Pandeglang Regency, the tsunami hazard zone map, and administrative boundary data. The analysis was conducted through visual interpretation of satellite imagery, classification accuracy assessment, and overlay techniques to determine the conformity of residential land use with the RTRW spatial pattern within the tsunami hazard zone. The results indicate that land use in Sumur District is predominantly dominated by forest areas, plantations, and agricultural land, while residential areas are generally distributed along road networks and coastal zones. The spatial conformity analysis shows that most residential land is consistent with the RTRW, as it is located within areas designated as rural residential zones. However, several residential areas are still found within land use allocations that are not intended for settlements, including plantation areas, horticultural areas, food crop areas, tourism areas, coastal buffer zones, river buffer zones, aquaculture areas, and parts of the Ujung Kulon National Park. These findings indicate the need for stronger spatial utilization control and enhanced disaster mitigation efforts to promote residential development that is consistent with the regional spatial plan and more resilient to tsunami hazards.
