Abstract
The Provincial Irrigation Agriculture Development Project (PIADP) in Pinrang Regency remains problematic due to inconsistencies in physical and legal data, resulting in many land parcels resulting from the 1997 project not being validly mapped in the digital system (Geo-KKP). Padaelo Village was chosen as the research location because it represents the complexity of this problem, with certificates categorized as Cluster 4 (K4) or "floating plots." This study aims to analyze the quality of PIADP program data based on the Regulation of the Minister of ATR/BPN Number 6 of 2018 concerning Complete Systematic Registration (PTSL), identify causal factors, and formulate a comprehensive mapping solution strategy. This research employed a qualitative method with a descriptive approach. Data collection was conducted through a study of historical archival documents, a spatial data audit using the Geo-KKP application, and in-depth interviews with the Pinrang Regency Land Office and the management of the Water Users Farmers Association (P3A). The results show that although the percentage meets the "Complete Village" criteria, there are still 77 land parcels (3.32%) with K4 status. The main problem with the land plot is not ownership defense, but rather the difference between the textual area in the old document and the graphical area calculated from the digital satellite system. The factors causing this problem include technical factors in the form of the use of local coordinates in the past and the physical shift of rice field embankments, administrative factors due to poor archiving systems in the past resulting in lost or damaged documents, human resource factors related to the KKP system access actions for technical officers, and legal factors. To overcome this problem, three pillars of an integrative solution strategy were formulated, namely the technical pillar through replotting through the Electronic Pre-Certificate (Prasertel) and Boundary Determination service, the administrative pillar with equal access to KKP accounts and simplification of services for the community, and the institutional pillar through active collaboration with the Village Government and P3A administrators as guardians of land boundary memory.
