Abstract
Population growth and the increasing demand for land have accelerated land use changes that often disregard land capability, potentially resulting in inappropriate land utilization and environmental degradation. This study aims to map land capability, identify land use changes from 2015 to 2025, and evaluate the suitability of the 2025 actual land use based on Land Capability Units in Tegal Regency. This research employed a quantitative method with a spatial approach using a Geographic Information System (GIS). The data consisted of primary data collected through field ground checks to verify actual land use conditions and secondary data obtained from the Geospatial Information Agency (BIG), the United States Geological Survey (USGS) through the interpretation of Landsat 8 OLI imagery, the National Digital Elevation Model (DEMNAS), the FAO Digital Soil Map of the World (DSMW), the Indonesian Center for Agricultural Land Resources Research and Development (BBSDLP), and the Ministry of Energy and Mineral Resources (ESDM). Land capability classes were determined by overlaying five physical land- limiting factors, namely slope, soil texture, effective soil depth, erosion hazard, and drainage and flood susceptibility, and subsequently comparing the results with the 2025 land use map. The results indicate that 83.05% of the Tegal Regency area falls within Land Capability Classes I–IV, which have favorable land-supporting capacity, while the remaining 16.94% belongs to Classes VI–VIII, characterized by severe physical limitations. The land suitability evaluation revealed that 77.99% of land utilization is consistent with its land capability, whereas 73.91 km2 (7.44%) is classified as unsuitable. These unsuitable areas are primarily associated with the expansion of commercial and industrial areas, as well as agricultural intensification on steep slopes, which may increase the risk of hydrometeorological disasters. Therefore, this study recommends protecting Class VII and VIII lands and prioritizing ecological rehabilitation in areas where current land use is inconsistent with land capability.
