Abstract

The construction of the Pidekso Irrigation Area (D.I.) network in Giriwoyo Subdistrict, Wonogiri Regency is one of Indonesia's National Strategic Projects that required land acquisition across 12 villages/sub-districts in two sub-districts, namely Giriwoyo and Baturetno. This study aims to analyze the time compliance of the land acquisition implementation stage between the Land Acquisition Planning Document (DPPT) and its realization in the field, to identify the driving and inhibiting factors in the implementation, and to formulate solutions that have been applied as well as those that can be proposed to the implementing team. This research employed a descriptive qualitative method, collecting data through interviews with the land acquisition implementing team (Task Force A, Task Force B, and the Substance Coordinator of the Wonogiri Regency Land Office), affected village heads, and a review of planning documents and official implementation minutes. The results show a significant time deviation between the planned timeline and the actual implementation. The DPPT targeted the completion of the entire implementation stage within approximately eight months (October 2022–May 2023); however, as of April 2026 the process was still ongoing, with deviations ranging from 5 to 31 months from the planned schedule. The driving factors identified were the concentrated location of the land acquisition area, public interest, government policy, effective coordination among stakeholders, and clarity of land data. The inhibiting factors included the dynamics of physical and juridical inventory caused by an overlap with a historical lorry track asset in Selomarto Village, the bureaucratic complexity of releasing Village Treasury Land (TKD), administrative-juridical obstacles related to individual land rights (informal transfer of rights, inheritance disputes, and bank mortgage liens), and conflicts over compensation appraisal values. To address these obstacles, the implementing team applied several solutions, including rerouting the irrigation technical alignment, drafting agreement statements between former and new landowners, issuing issuing certificates of inheritance, facilitating tripartite agreements with banks, and conducting reappraisals. The researcher also proposes additional solutions, such as detecting land overlaps from the planning stage using Geographic Information System (GIS) technology, strengthening inter-agency coordination, establishing administrative compensation guidelines, and conducting multiple appraisal surveys supported by a transparent objection channel. Keywords: land acquisition, irrigation network, time compliance, driving factors, inhibiting factors, solutions
