Abstract
This study analyzes the fundamental changes in spatial planning policy in Cirebon Regency through a comparison between the Regional Spatial Plan (RTRW) for 2018-2038 (Regional Regulation No. 7 of 2018) and RTRW 2024-2044 (Regional Regulation No. 6 of 2024), and its evaluation against existing land use conditions. The research employs a mixed method approach combining qualitative-quantitative analysis with a descriptive-comparative design. The policy changes are driven by complex development dynamics, including: (1) implementation of Law No. 11 of 2020 on Job Creation, which fundamentally altered the national spatial planning paradigm; (2) alignment with West Java Province's RTRW 2022-2042; (3) designation of Cirebon Regency as part of the Rebana Metropolitan Region (Cirebon-Patimban-Kertajati); (4) pressure from economic growth, population increase, and land conversion; and (5) integration of maritime space with terrestrial spatial planning. The findings reveal significant changes in spatial allocation, particularly: expansion of industrial zone allocation from minimal to over 10,000 hectares to support the Rebana Region; explicit designation of Sustainable Food Agricultural Areas (KP2B) in the western region; modification of protected area nomenclature according to national standards; and integration of marine-terrestrial spatial planning. Overlay analysis of land use changes from 2018-2024 with RTRW 2024-2044 reveals varying levels of alignment, reflecting policy response to actual development dynamics. The research integrates spatial planning theory, public policy theory, land use change theory, and land suitability theory to provide comprehensive understanding of the RTRW revision's effectiveness in accommodating sustainable development dynamics in Cirebon Regency. The findings are expected to serve as reference for local government in strengthening spatial use control and formulating development policies more responsive to actual field conditions.
