Abstract

Digital transformation in land administration services has been implemented through the transition from analog land certificates to electronic land certificates. This transition is expected to improve service efficiency, document security, and access to land information. However, its implementation has generated various public responses, particularly concerning data security, document validity, media conversion procedures, and the ability of the public to use electronic services. This study aims to examine public perceptions in Deli Serdang Regency regarding the transition from analog to electronic land certificates, identify the obstacles encountered by the Deli Serdang Regency Land Office in the media conversion and implementation processes, and formulate measures to strengthen public trust. This study employed a qualitative method with a descriptive approach. Data were collected through in-depth interviews, observation, and document analysis involving land-right holders, village officials, and personnel of the Deli Serdang Regency Land Office. The data were examined using thematic analysis through the stages of data collection, reduction, classification, interpretation, and conclusion drawing. The findings indicate that the public generally accepts the transition to electronic land certificates. Nevertheless, this acceptance remains accompanied by concerns regarding the single-sheet certificate format, the use of QR codes, data security and availability, service costs, processing time, and media conversion procedures. Public trust in data security encompasses confidentiality, integrity, and availability; however, such trust is still predominantly based on confidence in the institution rather than a comprehensive understanding of the system’s security mechanisms. The media conversion process also faces several obstacles, including inconsistencies in historical land data, difficulties in locating archives, unvalidated physical and juridical data, disruptions to the Computerized Land Activities system, limited resources, insufficient accuracy among implementing personnel, and weak interunit coordination. Public trust can be strengthened through continuous public education, transparent service information, assistance in using electronic services, archive and data validation improvements, stronger system security, enhanced personnel competence and integrity, improved service procedures, and accessible complaint-handling mechanisms. Keywords: public perception, electronic land certificate, media conversion, data security, public trust.
