Abstract
This study examines the control of paddy field conversion and the strategies for maintaining agricultural land in Balen Subdistrict, Bojonegoro Regency, East Java. As a key food production area, Balen faces growing pressure from economic development, rising land values, and regional expansion that gradually threaten the sustainability of its paddy fields. Using a qualitative descriptive-explorative approach with case study design, data were collected through in-depth interviews with local government officials, the Land Office, village administration, agricultural extension workers, farmer group members, landowners, and farmers. The study was analysed through the DPSIR (Driving Forces Pressures–State– Impact–Response) framework. The findings reveal that paddy field conversion is driven by four interrelated factors: economic considerations and rising land prices, strategic location and accessibility, regional development demands, and social demographic changes including limited agricultural regeneration. The local government’s control strategy emphasises preventive and integrated approaches through spatial planning instruments, the Protected Paddy Field (LSD) mechanism, agricultural extension, and inter-agency coordination. Despite constraints in monitoring and administrative compliance, conversion rates remain low, evidenced by only one formal land-use change application between 2024 and 2026. Farmers and landowners sustain their paddy fields through continued cultivation, crop diversification, participation in farmer groups, and a strong livelihood attachment to agriculture. The study recommends strengthening participatory monitoring systems, inter-agency coordination, and alternative livelihood programmes to maintain paddy field sustainability amid ongoing development pressures. Keywords : Agricultural Land Conversion; DPSIR Framework; Food Security; Paddy Field Control; Sustainable Livelihood Strategy.
