Abstract

This study aims to examine the implementation of agrarian reform access through business development assistance and marketing facilitation activities in Bangunkerto Village, Turi District, Sleman Regency, and to analyze the challenges encountered along with the efforts made to address them. A descriptive qualitative approach was employed in this research. Data were collected through interviews, observations, and documentation involving purposively selected informants, including the Sleman Regency Land Office, local government officials, and members of the community participating in the agrarian reform program. The findings indicate that agrarian reform access has been implemented through business development assistance, community capacity building, and the expansion of market access. These initiatives have contributed to increased community knowledge, business growth, and broader marketing networks. However, the implementation continues to face several challenges, including limited resources, low community participation, and restricted market access. To overcome these obstacles, efforts have been made to strengthen inter-institutional coordination, increase the frequency of business assistance, and expand collaboration with relevant stakeholders. Therefore, agrarian reform access plays a strategic role in improving community welfare by supporting business development and expanding market opportunities.
