Abstract
This study aims to analyze the process of determining land rights in first-time land registration in Sumberrahayu Village, Moyudan District, Sleman Regency, Special Region of Yogyakarta. It also identifies the obstacles encountered during the land rights determination process and examines the efforts undertaken to achieve legal certainty in land administration. This research employed a descriptive qualitative approach. Data were collected through observation, interviews, and documentation involving officials of Sumberrahayu Village, the Sleman Land Office, and community members participating in first-time land registration. The results indicate that the determination of land rights has been implemented in accordance with Government Regulation Number 24 of 1997 concerning Land Registration through the stages of collecting physical and juridical data, public announcement, examination, determination of rights, and issuance of land certificates. The determination of land rights is conducted through land rights conversion, recognition of existing rights, and granting of new rights according to applicable regulations. The main obstacles include incomplete administrative documents, boundary disputes, unresolved inheritance issues, limited institutional resources, low public awareness regarding land registration, and technical problems in land measurement and mapping. These issues are addressed through administrative assistance, public outreach, mediation, improved coordination among stakeholders, and optimization of the Complete Systematic Land Registration (PTSL) program. The study concludes that successful land rights determination depends on the completeness of physical and juridical data, effective institutional coordination, and active community participation. Therefore, improving land administration services and increasing public awareness are essential to strengthening legal certainty over land ownership.
